Now you can translate Hindi sites into English and also Hindi speakers can translate English sites into Hindi. As far as I know this is the first initiative for an Indian Language translation.

Google Docs in Indian Languages (Including Tamil)

Google Docs now available in Indian languages such as Hindi, Bengali, Gujarati, Kannada, Malayalam, Marathi, Oriya, Tamil, and Telugu. I’m so glad Google has given its concern over Indian languages especially beyond Hindi.
To activate its new interface, sign in to Google Docs, click ‘Settings’, and select the interface language you prefer.

Blogger has integrated its transliteration facilities to Blogger, so Tamils can directly input in Blogger window. Along with Tamil other Indian languages also included.

Currently Google has given Transliteration service for Tamil (Not Translation), Telugu, Kannada, Malayalam. It supposes to be another mile stone in Google and Tamil collaboration.
